The Autonomous Territorial Unit (ATU) of Gagauzia, which has benefited from a large autonomy since the organic law adopted in December 1994, is facing important socio-economic challenges whereas the recent debated elections have shown the persistence of centrifugal forces toward Chisinau.
The overall objective of the Confidence Building Measures Programme IV (CBM IV) is to facilitate the settlement of the Transnistrian conflict through the economic and social development of local communities, together with technical approximation in the event of a significant rapprochement between Chisinau and Tiraspol. The programme also aimed at increasing confidence between the right and left banks, by involving local authorities, civil society organizations and other stakeholders from both sides of the river. One of the specific objectives of the CBM IV (component IV) is to empower local actors in Gagauzia in order to enable them to implement and monitor development priorities in cooperation with Moldovan central authorities. Component IV (Support to regional development, local public authorities and civil society in ATU Gagauzia) consists of 2 actions:
Action 1) Integration of ATU Gagauzia in the national framework for regional development. This sub-component aims at promoting economic and social development in the Gagauzia region while encouraging cooperation with Chisinau and other Moldovan local authorities. The intervention will be based on a prior diagnosis of the needs and the planning of local development strategies in the region against the current decentralization process undertaken in the country.
Action 2) Support to local public authorities in ATU Gagauzia. This sub-component will provide a grant for a comprehensive action aiming at strengthening local public authorities in ATU Gagauzia, in partnerships with counterparts from other regions of Moldova, in order to ensure an adequate level of confidence building.
The global objective of the assignment is to support the empowerment of local actors in Gagauzia in order to enable them to implement and monitor development priorities in cooperation with Moldovan central authorities.
