The Financing Agreement for the ‘Support programme to Non State Actors in Mozambique’ (PAANE I) was signed on 19 September 2012. The total budget is €5,000,000, from 10th EDF resources, with an end of implementation period by 19 September 2018. The overall objective of the programme is to improve governance and citizenship in Mozambique for sustainable economic and social development and poverty reduction. The programme purpose is to strengthen mutual accountability between non-state actors, public authorities and citizens in Mozambique. The project coordinator is ensured by a Technical Assistance, responsible for the preparation, management and implementation of programme estimates, for the implementation of activities and to assist the Beneficiary in the implementation of the projects.

The 25 April 2018 a new Financing Agreement for a Support Programme to Non State Actors in Mozambique: participation for inclusive growth (PAANE II) has been signed under the 11th EDF-National Indicative Programme. This action has been elaborated in a strong continuity with PAANE I; activities started the 1st August 2018.
PAANE I was formulated for enhancing the concept of citizenship among people (campaigning and studies) and improving policy and social dialogue between non-state actors and public authorities. This basically through two calls for proposal which grant some non-state actors to act in policy design, planning and monitoring.
The evaluation covers the general and specific objectives of PAANE I, making a clear link with the PAANE II.
The Technical Assistance contract and the 11 projects under one call for proposal are the focus of the evaluation.
