The global objective of the evaluation was to provide the relevant external co-operation services of the European Union, the partner government and, when appropriate, the wider public with: - An overall independent assessment of the past performance of the Bonaire Sewerage and Sanitation project , paying particularly attention to the results of the projects against its objectives; - Key lessons and recommendations in order to improve current and future actions of similar character. The specific objective of this assignment was the final evaluation of the implementation of the project, using the following evaluation criteria of the European Commission’s Project Cycle Management Guidelines: Relevance: The confirmation of the appropriateness of the project objectives to the problem that they are supposed to address and to the physical environment within which it is operating. Complementarity and coherence with related activities undertaken by SONA and USONA rather than duplication or conflict; Appropriateness of the implementation arrangements in view of roles and responsibilities of parties involved in implementation. Effectiveness: A measure of the extent to which the project attained its objectives. Efficiency: Measurement of quality and capacity of the implementation set-up; the quality of the day-to-day management of Budget, Personnel, Information, Stakeholders Co-ordination; Quality of Monitoring: To what extent did the programme monitoring lead to the adoption of relevant activities and intended results. Impact: A prognosis of the effect/impact of the project on its wider environment and its contribution to the wider policy and sector objectives - including the project’s contribution to the functioning of the island's touristic sector and its public acceptance. Sustainability: A prognosis of the benefits of the project and their continuation after external funding has ended, and with particular reference to factors of ownership by beneficiaries, policy support, economic and financial factors, and institutional and management capacity. EU added value of the project regarding its design and implementation; Coherence of the project with the EU strategy in Urban development.
