This project aims at examining the progress of the programme towards the objectives stated in the programming document, thus providing policy makers, the Operating Structure for Human Resources Development and other stakeholders, with an analytical tool for improving the programming, re-programming and management of the Operational Programme for Human Resources Development for the second phase of the Programme (2011/2013). The global project objective is to improve the quality and relevance of the programming of IPA funds under Component Human Resources Development. The specific objectives are: to design tools and conduct evaluation works in order to calculate the indicators included in the Operational Programme; to conduct an Interim Evaluation on the first period of implementation of the OP HRD 2007-2013.
