Civil society has played a notable role in the history of the Beneficiary Country. The legal framework, based on the Constitution, consists primarily of the Law on Citizen Associations and Foundations.
Presently, the Government finances citizen associations and foundations through several sources, allocated through the budget of the ministries and other governmental institutions. Additionally, the relevant projects under Instrument for Pre-accession Assistance - IPA National Programmes IPA 2007, IPA 2008 and IPA 2009 were implemented. 12 Grant contracts under IPA Transition Assistance and Institution Building 2011 Call for Proposals “Further development and financial sustainability of the civil society” have been signed and the project are in the implementation phase.
The global objective of the present assignment contract is to assist the Contracting Authority in selecting the best-quality Concept Notes and Full Application proposals for the Restricted Call for Proposals for IPA 2013 Grant Scheme “Enhanced involvement of civil society in the EU integration reforms”, in line with the criteria set in the Guidelines for applicants.
The specific objective of this assignment is to provide independent technical expertise as an assessor to increase efficiency in the evaluation of project proposals for the grant scheme evaluation of the Restricted Call for Proposals for IPA 2013 Grant Scheme, “Enhanced involvement of civil society in the EU integration reforms”, according to the rules of the Practical Guide to Contract procedures for EU external actions.
