The Operational Programme for Regional Development (OPRD) is a programming document for the EU financial support in the transport and environment infrastructure that defines the fields of intervention and the conditions for granting the support. The OPRD is based on the objectives, priorities set in the Strategic Coherence Framework 2007-2013, as a major strategic document, which takes into account the priorities of the beneficiary country, and those of the EU as stated in major policy documents, especially in Multi-Annual Indicative Planning Document 2011-2013.

The projects funded under the OPRD 2007-2013 has been instrumental to the modernization of road and rail traffic in FYROM and improvement of the environmental infrastructure.
The Operational Programme for Human Resource Development (OPHRD) covers a period of seven years (2007-2013) and consists of the following four priority axis:
The projects implemented under OPHRD 2007-2013 were primarily aimed at the labour market and restructuring and reforming of major institutions active under this area in order for more efficiently tackling unemployment.
The overall objective of the project is to support the Operating Structures for IPA Components III (Regional Development) and IV (Human Resources Development) in the FYROM in closing the OPRD 2007-2013 and OPHRD 2007-2013 according to the requirements stipulated in the Guidelines on the closure of operational programmes adopted by the European Commission
The specific objective of this project is to support the Operating Structures, in particular Central Financing and Contracting Department (CFCD), to prepare and submit documents, which are part of the closure package, with content and quality admissible and acceptable for the Commission services
