The Republic of Macedonia formally applied for EU membership in March 2004 and was granted candidate status by the European Council in December 2005. EU is supporting the North Macedonia to ensure stability, promote democratic institutions, administrative capacity and Governance at the level of EU fundamental principles based on Rule of Law, Democracy, free movement of goods, persons and capital. The EU financial instrument for preaccession assistance are respectively IPA I (2007-2013) and IPA II (2014-2020). The assignment comprises the evaluation of these two financial instruments, IPA I, IPA 2.
The present assignment overall objective is to assess the Impact of the EU financial instrument for preaccession assistance (IPA) funds supporting Democracy and Governance Reforms in the Former Yugoslav Republic of Macedonia, with a focus on 3 crucial areas: (1) public administration reform, (2) public finance management and (3) development of civil society, human rights and freedom of expression.
