This assignment is expected to assist the Contracting Authority monitoring the progress of three policing sector technical assistance projects, and advising the Contracting Authority on the extent of maintenance of mutually-supportive co-ordination among the three projects. The expert must draw to the attention of the Contracting Authority any issues arising which might require intervention. The global objective of the Project is 1) the ongoing monitoring and evaluation of project implementation, against project strategic objectives, and identified implementation targets and indicators, 2) to provide an independent and objective assessment of project progress, and to advise the Contracting Authority accordingly. 3) Where deficiencies are apparent, to present recommendations for remedial actions. Where successful methodologies have been applied, to advise the Contracting Authority accordingly, so that observed Best Practices can be used as models in subsequent implementations.
