The State Agency for Public Service and Social Innovations (ASAN) under the President of the Republic of Azerbaijan was established on July 2012. The newly established ASAN is the central executive body, managing "ASAN xidmət" centers for public and private services to citizens, which are operating on the principle of "one stop shop".
The main objectives of ASAN are increasing transparency in the activity of state authorities rendering public services to citizens, improving effectiveness and efficiency of services applying new methods and modern innovations, adhering ethical rules and courteous treatment towards citizens and accelerating transition to e-government services.
The mandate of ASAN includes management of "ASAN xidmət" centers, coordination of the activity of the staff of state authorities, monitoring and evaluation on daily basis, coordination of mutual integration of the databases of respective state authorities, management of provision of e-services.
The first pilot “ASAN xidmət” centre was established in Baku on 2012. So far nine service centers have been launched throughout the country, five located in Baku. New ASAN centre is going to be launched in the southern region of Azerbaijan (Masally city).
In the premises of this new centre, a new pilot project of one-stop-shop for small rural family businesses willing to participate in agro-processing and other rural micro-business (home-made food production, handicrafts etc.) shall be launched , "ABAD centre (Easy Support to Family Business)."
ABAD will provide support in the entire business cycle from advisory services to branding and access to market. ABAD is a socially oriented pilot project to support small family micro business. The specific objectives of the present assignment are:
to analyse possible functions ABAD can play as one-stop-shop for small family business development (focused on agro-food processing) within the ASAN context.
