The global objective of the assignment is to assist the government of Botswana and the European Commission in the three phases of programming of EU's development cooperation with Botswana under the 11th EDF for support to civil society. The specific objective is to provide the Government of Botswana and the European Commission with sufficient information to finalise, in good time, the identification and formulation phases of EU support for civil society under the 11th EDF.
Preparation of the draft support programme for civil society was conducted in three phases being Phase I: Identification, Phase II: Formulation and Phase III: Finalisation.
Phase I: Identification of the 11th EDF Support to civil society Programme. This phase provided a review of the current status and progress made under current EDF programme in the civil society sector. An analysis of the sector was produced using the available resources from the ongoing civil society support programmes, interviews with key stakeholders (Botswana and International NGOs and GoB Actors), field visit, a workshop as well as other data collection tools. Further interventions were developed as outlined in the 11th EDF National Indicative Programme and the areas of intervention in the civil society sector were identified, as well as the focal areas with highest potential for capacity building and sustainability and the most pertinent financing instruments and management tools.
Phase II: Formulation. Following the submission of the Project Identification Fiche to Headquarters, the Directorate's Quality Support Group provided comments and recommendations on the Identification Fiche which were taken into account for the development of the Action Fiche. The general objective of Phase II was to take the previous work further and prepare an Action Document including the required annexes to be submitted to the Delegation .
Phase III : Finalisation. Following the submission of the Action Document to Headquarters, the QSG provided comments and recommendations, which were critically considered and incorporated in order to present a revised version of the Action Document to the Delegation.
