The global objective of the assignment is to enhance, in line with the development agenda of the country, the performance (the capacity for economic, effective and efficient public service delivery to enable a wide range of actors in society to deliver the development goals and objectives of a country) of the Zimbabwe Parks and Wildlife Management Authority in realizing the socio-economic benefits from Zimbabwe's wildlife endowment.
The two specific objectives of this assignment are to:
- Analysis, assessment and recommendations: Provide an independent assessment of the Zimbabwe Parks and Wildlife Management Authority on the:
- External and internal governance framework and its effect on the performance of ZPWMA and its impact on private sector and general public, including policy mandates & mission, the institutional form and the governance tools of ZPWMA)
- Economy of operations and their accordance with sound administrative principles and practices and management policies, aiming at minimizing costs of resources used for an activity whilst having regard to appropriate quality
- Efficiency in utilizing human, financial and other resources to achieve result, including the quality and quantity of services provided and the activities and costs of resources used to produce them in order to achieve the result
Effectiveness of performance in relation to the objectives and the actual impact of activities compared with the intended impact, assessing to what extent the entity is achieving its goals and objective and if this can be attributed to its activities
