The IGAD is composed of 8 countries in East an Horn of Africa, namely Djibouti, Ethiopia, Kenya, Sudan, South Sudan, Somalia, Uganda and Eritrea (suspended membership).
Despite the bilateral agreements established between some of IGAD member states (for instance Djibouti and Ethiopia, Kenya and Ethiopia and Uganda and Kenya within the framework of the East African Community), several travel restrictions persist in the region. These include the need to obtain visas before arrival in almost all member states, absence of the right of establishment of residence and employment, requirement for and difficulties in acquisition of work permits, restrictions on pastoral mobility etc. Member States unanimously agreed that there was an urgent need to have an IGAD Protocol on Free Movement of Persons structured in a manner that would take into account the various concerns and peculiarities of the economies of the IGAD Member States.
Therefore the overall objective of the assignment is twofold: to conduct a study on the barriers and benefits to the free movement of persons in the IGAD region and use it as a baseline to prepare the Action Document for the 10 million EUR project on reducing barriers to the free movement of persons in the IGAD region, as part of the 11th EDF sub-regional envelope for IGAD.
The purpose of the study would be to improve the knowledge of Member States and other key stakeholders on the benefits of implementing an effective regime for the free movement of persons in the IGAD region and to provide insights on how to address challenges arising from the implementation of such a regime. The formulation of the AD is based on the specific objectives and outcomes that have been identified and approved during the identification phase of the AD.
