The overall objective of the audited project is to implement sanitation wastewater infrastructure in five secondary centers Mbour, Diourbel Mbacke, Tivaouane and Richard Toll including the following the arrangements of facilities: - City of Mbour: Construction approximately 52 km from collective networks, 3 pumping stations, 1 lagoons wastewater treatment plant, 1 septage treatment plant, 134 public toilets and about 2400 individual structures in standalone sanitation; - City of Richard Toll: Construction approximately 39 km of semi collective networks, 4 pumping stations, 1 lagoon wastewater treatment plant, 1 septage treatment plant, 50 public toilets and about 1200 individual structures in standalone sanitation; - Cities of Diourbel Mbacke and Tivaouane: Construction of 3 septage treatment plants (1 for city) and 166 public toilets. The objective of the technical audit is to assess the overall performance of the services of actors in charge for the implementation of the project, from an organizational, technical, contractual and financial point of view throughout its execution. The Auditor has delivered to the main contractor and the European Commission its findings, recommendations and proposals for corrective actions to consider for the future implementation of a similar project. Services implemented: Ensure compliance and quality of contractual documents (works and supervision). Conduct site visits. Examined and evaluated by traditional audit methods, the admissibility of accounts, invoices and payment requests (including advanced request), issued by the companies in charge of carrying out the work, approved by the ork supervision office of the Main contractor and the Client. Assessed and evaluated, using traditional audit methods, correct functioning and operational character of the process of monitoring mission, in accordance with terms of reference and with policy and rules of supervision work. Examined the functionality of completed works and interfacing of actors involved.
