The overall objective of the assignment is to identify strategic transport priority projects in a multi-modal environment suitable for financing by the 11th EDF. This is especially important for projects in the Northern and Central Corridors, where individual project appraisals are seen in the light of other strategic initiatives. The purpose of this assignment is a) the evaluation of the Ugandan priorities in the context of the emerging national multi-modal transport strategy, in order to ensure the most efficient, cost-effective and reliable transport infrastructure and services needed to support the long-term economic objectives of the country and b) the elaboration of action documents in the appropriate EU format for the projects selected for EU financing to be submitted for review of the Quality Support Group in EU Headquarters. 1st phase: - To review the study objectives, tasks and deliverables and study timelines. - To confirm priority issues and problems in the transport sector, and to provide an overview of the on-going and planned projects by the main stakeholders of the sector. 2nd phase: - To develop a matrix providing arguments and criteria allowing to prioritise the projects identified for funding by the 11th EDF. - To present statistics on base year transport movements while taking into account: Key origin generators and destination attractors of transport movements (passenger and freight) Major commodity flows (and future forecasts); and Major (strategic only) passenger and private vehicle movements. - To provide a broad assessment of the extent to which future transport movements can be accommodated by road, rail and inland water transport, or combinations of these, in the context of the phasing out of an only road based transport system. The assessment includes different scenarios, based on economic growth projections for the economy as a whole, and for key sub-sectors. 3rd phase - Based on the previously developed selection matrix, to identify and provide a detailed proposal of the highest ranking projects for possible financing by the 11th EDF. In this context a special attention is focused on the following programmes: Northern Corridor (with specific attention to the Kampala-Jinja express way and Southern Kampala By-Pass); Water navigation on lakes and rivers Economic Effectiveness of Inter-Modal Connections Feeder Roads and other infrastructure interventions to be integrated in a wider Northern Uganda Development Programme Institutional support
