This evaluation has two parts. Part a) concerns twinnings to assist Croatia with groundwork for border management legal and structural reform with a view to being the future external border of EU; Part b) concerns twinnings (and supply) to assist Croatia with the shift to Intelligence Led Policing, and the setting up of IT structures needed for national security and future collaboration with Member States, Europol and SIS.
The objective of the evaluation for both parts was to assess: 1. The Croatian political support ; 2. The Ministry of Interior priority, capacity, planning and efficiency of realising above mentioned standards; 3. The performance of 2001-03 and 2002-03 CARDS projects ; 4. Whether results are sustainable ; 5. What positive spin-off effects – following CARDS 2001-03 - has occurred; 6. Whether there have been any negative policy effects ; 7. Assessment of post CARDS 2003 programming choices in respective area ; 8. What are the key structural issues that can realistically be addressed at Agency, Ministerial, and National level to further improve Border Management and Intelligence Led Policing (and police co-operation) ; 9. Recommendations for upcoming programming.
