A.R.S. PROGETTI’S PERCEPTION



In several areas of Africa, when entering the territory of another tribe, one is required to bear a special "passport mask". This has a profound meaning: to neutralise one's roots and individuality as a sign of respect to those whose territory is being entered. In this there is an ancient wisdom, the sublimation of humanity's neutral essence. Quoting Aeschylus Agamemnon "Provided they respect the temples and the Gods of the vanquished, then shall the victors be saved".

ARS Progetti is a consulting firm working all over the world providing services, such as surveys, studies, design and technical assistance, mainly to public committers and for public interests, in fields related with governance and human development, culture and cultural heritage, social and physical infrastructure. Its overall mission is of a professional nature and consists in finding out, proposing and helping to implement solutions "which work", with reference to complex problems affecting extended social groups, regions, countries, groups of countries. GENERAL OBJECTIVE / OBJECTIVE GENERAL: The overall objective of the project is as follows:
To support third countries' justice processes during conflict, post-conflict and transition periods through the provision of short-term policy and technical support particularly in the areas of constitution-making and key legislation, restoration of justice for the population, formal and community-based transitional justice processes.
PARTICULAR PURPOSE, APPLICATION SERVICES AND EXPECTED RESULTS / OBJECTIVES PARTICULIERS, SERVICES DEMANDES ET RÉSULTATS A ATTEINDRE:
The purpose of this contract is as follows:
• To support justice processes in third countries affected by conflict or in transition through a) provision of access to short term expertise, including the deployment, at short notice of experts specialised in constitution-making and key legislations, justice and transitional justice covering a wide range of thematic and geographic areas, and b) access to short-term technical support;
• To promote the values and principles of the EU as an external actor;
• To ensure inclusiveness of justice processes, including supporting victims and civil society groups' involvement in such processes.
QUALIFICATION: Key expert 1: Team Leader/Project Manager (full time – approximately 600 days)

Scope of work:
The Team Leader/Project Manager will manage and coordinate the implementation of the contract. S/he will be the main contact point to the Contracting Authority for operational (including identifying, mobilising and liaising with non-key experts) issues. S/he will liaise and report to the Contracting Authority on a regular basis on the activities and will facilitate a fruitful and open dialogue between the stakeholders involved (partner country authorities, civil society, think tanks, EU actors, etc.). The key expert will support and supervise the preparation, implementation, and conclusion of assignments undertaken together with, or by, the Key Expert 2 and Non-Key experts, and the production of outputs related to specific assignments. S/he will also undertake research and analysis report on topics related to justice in conflict and post-conflict countries. Her/his work-time will be spent between the "operational base" in Brussels (place of posting) and assignments. The indicative number of assignments outside the operational base (place of posting) undertaken by the Key Expert shall be between three and five per year.

Qualifications and skills
• Master's Degree or equivalent diploma in Public Administration, Political and/or Social Sciences, Law, International Relations or other relevant discipline;
• Excellent oral communication and drafting skills in English and French.

General professional experience
• A minimum of 10 years post-graduate experience in project management, in the field of conflict response and justice;
• A minimum of 4 years of field work experience in developing and/or fragile countries4,including interacting with international, regional organisations and with civil society organisations;
• A minimum of 3 years of experience in working with (or in cooperation with) EU institutions will be considered an asset, in particular on justice related processes.

Specific professional experience
• At least 5 years of experience working on transitional justice sectors (including, constitution-making; restoration of justice for the population; transitional justice processes; community-based transitional justice processes) in conflict, transition and post-conflict context gained in at least 2 projects;
• At least 4 years of experience in programming and capacity building in the field of transitional justice gained in at least 2 projects will be considered an asset.

Key expert 2: technical adviser justice support (part time, approximately 330 days)
Scope of work:
The technical adviser in justice support will undertake assignments requested by the contracting authority, from preparation of the assignment to implementation and reporting. S/he will liaise and report to the Contracting Authority, including via the Team Leader/Project Manager on a regular basis on the activities and will facilitate a fruitful and open dialogue between all the stakeholders involved (such as national authorities, regional/international organisations, civil society organisations, EU actors), in a conflict-sensitive manner. It is foreseen that most of her/his work-time will be in-country where the assignments take place, for short (several days to weeks) to mid-term (several months) assignments. Her/his work-time will be spent between the "operational base" in Brussels (place of posting) and assignments. The indicative number of assignments outside the operational base (place of posting) undertaken by the Expert shall be between four to eight per year.

Qualifications and skills
• Master's Degree or equivalent diploma in Public Administration, Political and/or Social Sciences, Law, International Relations or other relevant discipline;
• Excellent oral communication and drafting skills in English and French.

• A minimum of 7 years post-graduate experience in the areas of conflict response and justice (including on research and analysis, programming, capacity building, technical assistance);
