ARS Progetti is qualified as one of the most reliable framework contractors in Europe, through participation in a variety of framework contracts. Object of these contracts is the provision on-demand of highly specialised consulting services in different fields in any country beneficiary of the EU co- operation, within the ceiling of 999.999 Euro (with exceptions beyond this ceiling) for each assignment. One firm or consortium may become a framework contractor after having won an ad-hoc tendering procedure.
Being a framework contractor means to receive continuously during the period of validity requests for which must be answered in a short time (two weeks for budgets below € 300.000 and one month above that) by submitting the CV of the required experts, a financial quotation and, in some case, a methodology.
In order to adequately respond to the wide range of sectors, services and geographical areas we have created an expert data base of more than 15.000 and a wide network of specialised organizations (public institution or agencies, national and international NGOs and private companies).
Our approach to Framework Contracts
A framework contract is a mechanism driven by the EC to facilitate the efficient mobilisation of expertise in different topics and parts of the world. Framework contractors must ensure an effective management process, which consists of the recruitment of national and international experts, negotiation, offer preparation, experts’ mobilisation, backstopping, contract administration and quality control.
We believe, however, that this process is nothing but instrumental and cannot by itself ensure the desirable outcome of the assignment. We believe that it is necessary to go beyond mere process: we view our role of framework contractor as a professional commitment to achieve the specific objectives of each project, just as we view any other consulting assignment we carry out. Our mission has never been to sell person months, no matter how good they are, but rather to produce useful solutions to (mostly complex) problems.
We have our own way to achieve this. When we mobilise external experts (free-lance consultants), we “internalise them” for the implementation period of any specific assignment, meaning that they become temporarily part of our organisation and our mission, which they are expected to endorse. Subsequently, our organisation supports them with our internal expertise, shares with them any critical decision and defends them against any adverse condition, as with any of our internal experts. The key issue in framework contract management appears to be the knowledge and commitment of the “Contractor” (generally a consortium of firms with a lead firm), which means there cannot be a separation between contractor and expert. In contractual relations with external experts, we foresee down payments as well as intermediate payments and final payments upon final approval, adjusted to the specific requirements.

ARS PROGETTI has been the Leading company of a Consortium of 5 members retained by the EC for this lot. We carried out 14 projects for an overall amount of Euro 1,330,021 in the following areas:
- Telecommunication (Telephony, Radio-broadcasting, Television, Data Transmission, Multimedia Network)
- Earth Observation (Meteorology, Environmental Information Systems)
- Information Technology, applications and platforms, e-commerce, distance education, telemedicine.
