In several areas of Africa, when entering the territory of another tribe, one is required to bear a special "passport mask". This has a profound meaning: to neutralise one's roots and individuality as a sign of respect to those whose territory is being entered. In this there is an ancient wisdom, the sublimation of humanity's neutral essence. Quoting Aeschylus Agamemnon "Provided they respect the temples and the Gods of the vanquished, then shall the victors be saved".

ARS Progetti is a consulting firm working all over the world providing services, such as surveys, studies, design and technical assistance, mainly to public committers and for public interests, in fields related with governance and human development, culture and cultural heritage, social and physical infrastructure. Implementation of the Long-Term Water and Sanitation Strategy (ILTWSS), Lesotho


ARS Progetti has been awarded this assignment by the Ministry of Water, Water Commission of Lesotho.

The objective of the assignment is to fast track implementation of the Long-term water supply and sanitation strategy through identification and remedy of capacity bottlenecks that need to be addressed in order to ensure effective and efficient implementation of its strategic aims with emphasis on the Department of Rural Water Supply (DRWS) key focus areas.

The specific objective of the assignment is to build capacity of Local Councils to function as Water Service Authorities, (WSA), and other structures such as Water Service Providers (WSP), who would function as water service providers under the (WSA), and strengthen DRWS to be able to support these structures on the management and operations of water supply systems.

In particular, the assignment identifies and develops appropriate tools, guidelines and procedures to capacitate the councils and leadership structures to enable them to function as Water Service Authorities (WSA) and also other structures such as Water Service Providers (WSP) on the desired management and operation of water supply systems.
