This has a profound meaning: to neutralise one's roots and individuality as a sign of respect to those whose territory is being entered. Compliance Review: Sector Reform Contract for Justice Reform (SRC JR) –Albania - FWC SIEA 2018 - LOT 3


ARS Progetti has been awarded this assignment by the EC. The global objective of this Contract is to support implementation of Justice Reform in Albania. The specific objective of this assignment is to assess the degree of compliance with the general and specific conditions, criteria and verification indicators for the purpose of disbursements of tranches under of the Sector Reform Contract for Justice Reform (SRC JR) under IPA 2018. To assist with the assessment of the general conditions in the area of the Public Policy and all specific conditions for purposes of releasing the budget support disbursements as defined in the Financing Agreement. The full budget support amount is split in four tranches, the first one with a fixed part only and the three following ones with a fixed and a variable part.

The conditions for the first fixed tranche (EUR 7 million) were assessed in late 2019. The general and specific conditions of second tranche (fixed EUR 2 million and variable EUR 6 millionare) is assessed in 2020. The third tranche (fixed EUR 2 million and variable EUR 6 million) is to be assessed in 2021 and the fourth/final tranche (fixed EUR 2 million and variable EUR 9 million) is to be assessed in 2022.

All tranches can only be disbursed upon compliance with the general conditions and level of compliance with each of the specific conditions defined as defined in SRC JR.

The general conditions are clustered into four areas: (1) public policy, (2) macroeconomic stability, (3) public finance management, and (4) budget transparency.

In particular, the assignment is focused to the assessment of the general conditions in the area of the Public Policy and all specific conditions for purposes of releasing the 4th budget support disbursements as defined in the Financing Agreement. For the assessment exercise, the assignment organises and implements seven compliance review (verification) missions, and subsequently delivers to the Contracting Authority seven assessment reports, out of which three interim missions and four conclusive missions (“aide memoires”).
