Consultancy services for Preparing the Zanzibar Stone Town Conservation and Heritage Management Plan
ARS Progetti has been awarded this assignment by the Ministry of Finance & Planning – Zanzibar, The World Bank funded. Specific objectives of the assignment are:
- Preserving and revitalizing the Outstanding Universal Value (OUV)of Stone Town;
- Providing technical and practical guidance for the management and conservation of heritage assets (including monuments, buildings, public space and other important assets) in Stone Town and its surrounding areas in the next five years;
- Preparing guidelines and action plans to help the Stone Town improve its climate resilience and mitigate risks related to climate change and natural disasters in the future.
- Phase I—Mobilization, Desktop Study, Conservation Area and Heritage Inventory Study and Analysis: to collect and review background data, assess the legal, regulatory and planning context, assess the institutional, financial and management setting and practices; to proceed to a multi-scale assessment of vulnerability and risks on heritage values and OUV, to establish a work plan and methodology, and develop the baseline and analytical foundation upon which to base the Heritage and Conservation Management Plan.
Output: Heritage Inventory Report (including the Conservation Area Study)
- Phase II – Draft Design Guidelines and Heritage Preservation Policies: to prepare draft design guidelines and heritage preservation policies for discussion and consultation with key stakeholders, including clear preservation objectives, policies, development regulations, and design guidelines that are to be user-friendly to developers/builders, the public and staff. Phase II includes two consultative events, including a visioning workshop and secondly a presentation of the Guidelines and action prioritization.
Output: Policy, Design and Conservation Guidelines.
- Phase III – Implementation and Action Plan: to ensure that the Heritage and Conservation Management Plan can be feasibly implemented and that heritage resources are effectively secured and managed.
Output: Implementation Strategy and Action Plan.
- Phase IV – Final Reporting, Review and Approvals, and Handover: to finalize the Management Plan, including an inventory and atlas of maps, sketches, photographs of the buildings, properties, and public spaces. In addition, to support the Stone Town Conservation and Development Authority (STCDA) to submit the Management Plan for approval by the government and the World Heritage Centre.
