The education policy framework in Cambodia was updated in 2014 with the National Strategic Development Plan (NSDP) 2014-2018, and the Education Strategic Plan (ESP) for the period 2014-2018.

New school construction is a high priority of Ministry of Education, Youth and Sports (MoEYS) in order to achieve ESP goals and targets in terms of access and equity but also more and more seen as a key determinant in the learning process for children. .

In 2014, MoEYS approved the quality control guidelines for new school construction. These guidelines are important quality assurance instrument to ensure healthy, safe, and environmentally design and facility conditions for a sound school building, inclusive of separate latrines for females and males. Due attention is ensured in the preparation of the plan for new school construction on access to children with disabilities, and to disaster preparedness.

The global objective of the assignment is to promote equitable access to, and the completion of, quality education, with particular attention to pro-poor and gender-responsive policies, to be done in full support of, and in alignment with, national and sector development plans of the Royal Government of Cambodia, which aim to achieve its long-term vision of social and economic development and poverty reduction.

The assignment supported the MoEYS through the provision of technical assistance to:

  1. Survey the existing situation of education facilities and prioritization processes in the MoEYS;
  2. Provide recommendations on how to optimize the use of existing facilities;
  3. Determine and prioritize infrastructure needs.
