The World Bank is supporting the Government of Afghanistan with technical advice and financing of an Urban Development Support Project (UDSP).

The purpose of this assignment is to undertake the feasibility and engineering design study packages for UDSP Priority Projects (PPs) as proposed by the 5 Provincial Capital Cities. Broadly, these projects consist of quick-win, easy to implement, small-scale repair, rehabilitation and new construction (within a limited footprint) municipal infrastructure and facilities that range in value between USD 200,000 and USD 400,000. They are expected to have minimal negative environmental or social impact. The focused sectors are:

  • Public Areas: Open Spaces, Landscaping of Green Areas, Public Parks;
  • Transport/Mobility: Sidewalks, Pedestrian Crossings, Bus Stop & Stations, Parking Facilities, Stone paving in historic areas;
  • Energy Efficiency: Street and Park Lighting with solar technology;
  • Storm Water Management: Storm-water Drainage;
  • Commercial: Markets;
  • City Management: Computerized and Automated Systems for Asset Inventory;
  • Cultural Heritage: Small-scale upgrading and restoration.

The assignment is required to prepare feasibility studies for all subprojects. The feasibility studies cover technical, economic, financial, environmental and social assessments. For each project, a feasibility report evaluates project alternatives.
