The Stone Town of Zanzibar, which was entered in the UNESCO List of World Heritage in 2000, is the historic and current capital city of Zanzibar and headquarters of all social, commercial and economical activities of Zanzibar. Tourist development is an important factor in the development pressure on Stone Town. However, the absence of clear policies on heritage promotion, cultural tourism, and the lack of a strategy on how to accommodate tourism development, and on how to revitalize public spaces could result in random development that could threaten its Outstanding Universal Value (OUV).

The Stone Town Conservation and Development Authority (STCDA) is an Autonomous Authority established in 1985 that mainly deals with conservation and development the Stone Town area of Zanzibar under the Conservation and Development Master Plan of 1994. After the Stone Town was designated as a UNESCO World Heritage property in 2000, a management system was outlined in the 2008 Management Plan.

The Zanzibar Urban Services Project (ZUSP) Project Management Team (PMT) asked for Consultancy services to support STCDA to prepare a Conservation and Heritage Management Plan for the Stone Town of Zanzibar. This consultancy has to (i) review the 1994 Zanzibar Stone Town Conservation Master Plan, (ii) review the 2008 Heritage Management Plan, (iii) produce an integrated Conservation and Heritage Management Plan (“the Plan”) for the period of 2018 – 2023. The purpose of linking the management of Stone Town and the Plan is to ensure the continued maintenance of the OUV of the property and to integrate heritage preservation into city policies, as well as to ensure the conformity of preservation actions and results to the requirements of the UNESCO’s Operational Guidelines on historic development. The core planning area includes the Stone Town of Zanzibar WHP area and its buffer zone.

Specific objectives of the assignment are:

  1. Preserving and revitalizing the Outstanding Universal Value of Stone Town;
  2. Providing technical and practical guidance for the management and conservation of heritage assets (including monuments, buildings, public space and other important assets) in Stone Town and its surrounding areas in the next five years;
  3. Preparing guidelines and action plans to help the Stone Town improve its climate resilience and mitigate risks related to climate change and natural disasters in the future.
