The institutional framework of the Justice, Law and Order Sector (JLOS) faces challenges and institutional capacity constraints at different levels. The current  JLOS Sector Investment Plan (SIP III)  covers three major objectives:  
1.    A Legislative, policy and regulatory framework conducive to JLOS operations; promoting rule of law and human rights and enabling national development;
2.    More people, particularly the poor and vulnerable groups, have better access to justice, and live in a safer and secure environment; and
3.    JLOS institutions are more responsive to human rights, and more accountable to service users and the public.

The Accountability Sector is concerned with the mobilisation, management and accounting for the use of public resources that will  facilitate the delivery of quality and equitable services.
The global objective of this assignment is to assist the European Union Delegation in Uganda in the formulation of a Sector Reform Contract in the area of Governance under the 11th European Development Fund.
The specific objective is to provide a Sector Reform Contract to enable the EU Delegation to complete all required documents for a 2017 Financing Decision under the 11th EDF. This required a Sector Study, Programme Identification and Programme Formulation.
