The Comprehensive Institution Building Programme helps Moldova to better benefit from closer cooperation with the European Union in the fields of democracy and good governance, energy security and, among others, environment protection. The evaluation covered the whole period of EU assistance and included the CIB.

The global objectives of the evaluation were:

  • To ensure the effectiveness of EU funded projects for institutional strengthening of Moldovan institutions in a sustainable manner by providing relevant lessons learned.
  • To map present and recent interventions of different development partners and identify the distinctive role of the EU support

The specific objectives were:

  • To provide preliminary assessment of the relevance, effectiveness, efficiency, impact and sustainability, plus coherence and EU added value of the EU assistance;
  • To improve the mechanisms for the formulation and implementation of institution building activities;
  • To provide with lessons learned to improve the programming process.
