The global objective of the assignment was to assist the European Commission in the evaluation and selection of the best proposals received under EuropeAid/150550/DH/ACT/Multi and to achieve a high quality, complete and coherent selection process of projects in line with the criteria set in the guidelines for grant applicants. The specific objective was to provide technical support to the services of the European Commission in order to reach the global objective, as regards both the technical and the financial assessment of the proposals received.

In order to contribute to a fair and transparent selection process, the assessors assisted the European Commission for both phases of the evaluation (concept notes and full applications) for all 4 lots of the call for proposals, with a focus on homogeneity, clarity and efficiency issues. Specific activities:

• To assist in the technical and financial assessment of the about 240 Concept Note applications and 24 full applications;
• To supply a methodological support to EU personnel in charge of the evaluation of full applications.

To achieve a high-quality, complete and coherent selection process of projects in line with the criteria set in the guidelines for grant applicants.
