Within the framework of the EU-Sierra Leone Country Strategy Programme / National Indicative Programme 2008-2013, an amount of Euro 40.7 million of EDF funds has been allocated to the Moyamba-Moyamba junction Road and Bridges project.

In this context, the Works Contracts have been procured with EU and Government of Sierra Leone co-financing to:

1. Rehabilitation of the Moyamba-Moyamba Junction road and the Gbangbama & Moyamba Bridges (Lot 1)
2. Construction of the Magbele and Mabang Bridges (lot 2).

The global objective of this assignment is to support the Contracting Authority of the project to effectively discharge its supervisory functions and to provide the necessary reassurance regarding the implementation of the audited works contract in conformity with best international practice.

The specific objective is to carry out a Technical Audit during the works contract implementation phase, in order to deliver an independent opinion regarding overall performance and compliance status of both the Consultants and the Contractor. A further objective is to provide timely and independent advice on appropriate measures/actions towards ensuring an effective and efficient management of the audited works and service contracts by the Contracting Authority, including relevant feedback to the European Commission. In addition propose specific capacity building measures, with regards to Government of Sierra Leone institutions and services directly involved in the implementation of the specific action.
