In Turkey the transport sector plays a vital role across the entire economy by influencing  all aspects of production, employment and regional development, and permeates through to the living conditions and quality of life quality of all citizens. The EU IPA II Programme (Instrument for Pre-Accession assistance for the period 2014-2020) targets reforms within the framework of predefined sectors, including the transport sector.

The objective of this assignment is to ensure better management and monitoring of the EU funds via safeguarding compliance with the relevant EU legislative framework and to increase the value added created by the EU financial assistance in Turkey. The specific objective of this assignment is to provide technical assistance to the EUD:

  1. to review, assess and appraise the Halkali - Kapikule Railway Line Project study outputs which may include but not limited to major investment project application with its annexes as well as design and tender documents
  2. to  review  and  comment programming documents developed under Sector Operational Programme (2014-2020)
  3. to review and comment on technical output reports delivered from the transport master plan study
  4. to provide training  in  preparation  of  the  IPA  II  transport sector  operational program.
