The overall objective of the assignment is to further strengthen the capacity of the staff of the EC (including EUDs) and of the IPA II beneficiaries involved in the design, monitoring and implementation of EU assistance in the enlargement countries in line with sector approach and results based management principles.

The specific objectives are to:

1. Increase the capacity of EC and IPA II beneficiaries' staff to design, implement and monitor

sector support programmes/actions in line with sector approach principle;

2. Improve the quality of actions/interventions and the achievement and reporting of results;

3. Increase the capacity of EC and IPA II beneficiaries' staff to design and manage evaluations.
