The road network of Belize consists of approximately 4490 km of roads, of which 600 km are arterial roads or “highways”, 778 km are secondary roads and 3110 km are rural roads. Approximately 20% of the road network is paved. The existing network of roads and bridges is severely impacted by recurrent flooding. Inadequate maintenance coupled with poorly designed road alignments are contributing to both high internal freight costs and to one of the highest road fatality rates in the Latin American and the Caribbean region.

The Government of Belize established a Road Maintenance Unit (RMU) under the Ministry of Works (MOW), as part of the implementation of the Road Maintenance Strategy (RMS) in order to improve the effectiveness and efficiency of road management and maintenance in Belize

In order to execute the findings of the Study on Road Management and Maintenance, the Ministry of Works has identified the need to obtain necessary expertise in the form of an experienced Road Maintenance Engineer to provide expert support in the set-up, planning and operations of the RMU as well as support and train staff to properly manage Belize’s road maintenance challenges, and putting in place appropriate systems to determine the maintenance needs of road infrastructure.

The main objective of the assignment is to provide technical support to the MOW/RMU to advise with staffing, structure and set up of an effective Road Maintenance Unit.

The services provided by your staff within the assignment are:

  • Conduct an assessment of the RMU needs for its effectiveness of carrying out maintenance planning and execution in the short term; identify training needs, tools and equipment required by the RMU to carry out its obligations;
  • Prepare TORs for the staff structure recommended for the Road Maintenance Unit (RMU) ;
  • Prepare recommendations for MOW on appropriate technical standards and equipment needs of the RMU.
  • Identify training and refresher courses to build capacity within the MOWT/RMU, particularly in maintenance planning and use of software package HDM 4 to ensure sustainability of road maintenance.
  • Provide the RMU with a technical and economic criteria for prioritizing road maintenance needs and Capital Investments.
  • Provide appropriate templates for Performance Based Contracts and advise on preparatory measures needed for establishment of a Road Maintenance Fund.
  • Conduct an assessment on suitability of the current ROMAPS Road Inventory software and its appropriateness for use by the RMU, taking into consideration the benefits of having a system which is compatible with GIS applications and can harmonize with road investment appraisals software.
  • Update the Ministry’s Operations Manual to obtain consistency in standards and quality of maintenance activities undertaken by the Ministry.

Assist the MOW with updating its annual Road Condition Survey and Inventory.
