The overall objective of the Capacity Development Component (CDC) of this Sector Policy Support Programme was to improve management of the road sector to promote economic and social development and facilitate international and national transit, thereby promoting regional integration. The main expected results were:

  1. Capacity built amongst UNRA and road fund staff;
  2. Institutional systems improved or introduced;
  3. Contractors and consultants trained.

The global objective of the Final Evaluation is to provide the Government of the Republic of Uganda and the European Commission (EC) with an independent and reliable assessment about the overall performance of the Ugandan Road SPSP-CDC and its impact on the management of the road sector in the country.

The main purpose of the final evaluation was to know the extent to which the Uganda Road SPSP-CDC project was executed. In this context, a Fact finding and an Analysis of the implementation of the Uganda Road SPSP-CDC was undertook in accordance to the five OECD (Organisation for Economic Co-operation and Development) Evaluation Criteria, which are Relevance, Effectiveness, Efficiency, Impact and Sustainability. In addition to these criteria, the Evaluation also undertook a Fact Finding and an Analysis of the Specific aspects such as Coherence; EU added value; Analysis of assumptions and Risks indicated in the Financing Agreement; Revue of the Intervention Logic and Logical Framework; Performance of the GoU and the EU; Monitoring & Evaluation; EU Visibility; Problems encountered during the implementation of the project, etc.

The final evaluation of the Ugandan Road SPSP-CDC provided the decision-makers in the GoU, the EU Delegation to Uganda and the wider public with complete information to:

  1. Verify whether the design of the programme and its components have been appropriate in response to the roads sector needs;
  2. Make an overall independent assessment about the performance of the Uganda Road SPSP-CDC, paying particular attention to the impact of the component actions against its objectives and the expected results;

Identify key lessons and propose practical recommendations, for the Institutional Support Programmes which have been identified in the 11th EDF Identification Mission, which are complementary or supplementary to ensure the Ugandan Road SPSP-CDC programme purpose is achieved and the results are sustained.
