The main objective of this assignment is to assist ATU Gagauzia and the EU Delegation in drafting the Terms of Reference for Action 1 of the Component IV of the CBM IV "Integration of ATU Gagauzia in the national framework for regional development" including the indicative budget as well as Prior Diagnostics (Needs Assessment) for Action 2 of the Component IV (CBM IV) "Support to local public authorities in ATU Gagauzia" including the indicative budget.

The prior diagnostics aims at providing detailed suggestions on the support needed for promoting good governance, strengthening local public authorities in ATU Gagauzia and ensuring adequate level of confidence building with other regions in Moldova. The specific objectives of such interventions are to support the Gagauz Executive committee to better integrate in the national policy and legal framework and deliver better services. By doing so, the interventions support the regional and socio-economic development of the region and contribute to the better incorporation of the ATU Gagauzia regional priorities and actions in the overall development framework of Moldova.
