The specific objectives of this assignment are:

• To evaluate the Government of Moldova compliance with the Financial Agreement "Support to the Implementation of the Visa Liberalisation Action Plan", Technical and administrative provisions and the specific provisions related to the disbursement of the 2nd  and the 3rd  instalments;
• To analyse whether conditions for payment have been fulfilled and assess the compliance for each performance indicator (fixed as well as variable ones) based on evidences  and include recommendation on whether and how much should be disbursed per performance indicator;
• To advise the Contracting Authority (EU Delegation to Moldova) on the compliance with each of the eligibility criteria and include a recommendation on whether and how much should be disbursed from the 2nd  and the 3rd  instalments.

Specific activity: to perform two independent reviews of the degree of compliance of the country with the Sector Budget Support VLAP selected objectives and its degree of achievement of the criteria by end of 2015 (for the second tranche) and by end of 2016 (for the third tranche). The review missions assess the country's accomplishment of the Policy Matrix performance indicators of VLAP Financing Agreement, with a focus on: .

1. Changes of political, economic, and legal environment that might affect implementation of the SPS;
2. Eligibility criteria to confirm the eligibility of country to EU budget support;
3. Level of achievement of target indicators and benchmarks;
4. Possible deviations and their reasons.
