This assignment is providing a coherent proposal to ECOWAS and EU for the fight against illicit maritime activities within the context of the Gulf of Guinea. It gives sufficient background information and justifications to enable the ECOWAS and EU to make an informed decision on specific objectives and of the project's implementation modalities.
The specific objective of this assignment is to prepare all the necessary elements of an Action Document to implement a potential project through: 1) an identification of issues, strategical orientations and priority intervention areas to improve GoG maritime security, as well as implementation modalities: - Assessment of policy and programming framework; - Stakeholder analysis which involves the identification and analysis of interests, problems, potentials, implementation modalities etc.; - Assessment of the political leadership, real commitment and institutional/operational capacity of the regional and national stakeholders. - Institutional capacity assessment: capture needs (technical cooperation, capacity building and supply of equipment when relevant) to be included in the programme and cross-check the relevance, pertinence and usefulness of the activities included in the draft Logframe. - Assessment of other on-going and planned initiatives with particular emphasis on-going cooperation activities; - Assess the willingness, capacities and commitment of the potential implementation partners 2) A formulation of the project in support GoG maritime security under 11th EDF with a complete Action Document - formulation part, and project documents (TAPs and its annexes: description of activities, performance indicators, logical framework , budget table, calendar, profile of the experts). |
