The Trade Development Co-operation Agreement Facility (TDCA Facility), also known as "Dialogue Facility", was designed to support strengthened relations and policy engagement between South Africa and the EU. The Financing Agreement was signed on 27/02/2009. The TDCA Facility project is executed over eight years: 27/02/2009 to 26/02/2017. The execution period comprised two phases: an operational implementation phase that ended on 26/02/2015; and a closure phase, which commenced on 27/02/2015 and expires on 26/02/2017. The Agreement has four pillars: political dialogue, trade, economic and other issues, development co-operation and other areas of co-operation (like information and communication technology (ICT), Energy, Transport, Science and Technology, Environment, Migration, Statistics and Culture. The total initial EU contribution was € 5 million with no co-financing requirement on the part of the South African government. In 2012 additional funding of € 2 million was made available as “top-up” funding, contracted by the EU Delegation through Framework Contracts. |
The global objective of this assignment is to produce an independent evaluation of the TDCA- for the period 2009-2015.
