Despite the importance of the Civil Society Organizations in the country's transformation processes, as well as the society development challenges, civil society only recently has become part of the integration agenda of state actors and the donor community. A National Council for Civil Society became operational in 2015. Its legal basis proposed by the CSOs sector was discussed at expert level by various public institutions and representatives of the sector. This Council should support the strong involvement of the CSOs in the European Integration process. In this context, in view of the decentralized Implementation of the Pre-accession Assistance – IPA 2014, the Ministry of European Integration coordinated several activities under the European Integration Facility, in order to achieve the following results: - increased knowledge of EU accession process among all key stakeholders, including schools, universities, academic institutions and citizens in general as well as increase policy dialogue between CSO and Albanian Administration. - fund awareness raising events organized by the Ministry of European Integration, to be managed through calls for proposals at national level. The objective of the mission is to enhance cooperation and policy dialogue with the CSOs and increase awareness on EU Integration process in Albania. The Specific Objectives is to Assist the Albanian Ministry of European Integration (MEI) to prepare the Guidelines for Applicants for IPA 2014 Action Programme: European Union Integration Facility, activity “Support to Civil Society Organizations for the implementation of capacity building actions to increase policy dialogue and awareness on European Integration process”.
