The European Union's engagement with civil society is of critical and growing importance in its external relations in Nigeria and beyond. The EU actively engages with local civil society organizations and actors in its cooperation with Nigeria, and mainly in their roles as:
1. advocates for more accountable, transparent and effective government;
2. service providers, complementing government service provision and/or piloting innovative service delivery models;
3. partners in reform, policy and political dialogue with the government and the programming of EU's development assistance.
In addition, the EU supports local civil society actors in their capacity to defend the human rights of vulnerable groups and minorities as well as agents for peace, conflict-prevention and as a counterforce to radicalization and violent extremism.
This assignment concerns the identification of a new civil society support programme which will be at the centre of the implementation of the EU country Roadmap for engagement with civil society in Nigeria.
The specific objective is to assist the National Authorising Officer and the EU Delegation in the identification of a civil society support programme, by defining an appropriate basis for the formulation and design of the programme, in accordance with the 11th EDF National Indicative Programme for Nigeria 2014-2020, and relevant EU templates and guidelines.
