The Somali Ministry of Defence (MOD) is in the process of establishing itself as an organization which has the capacity to manage, control and administer the Somali Armed Forces (SAF). This includes, as a priority, effective leadership, a credible planning and policy element and sound public financial management. The EU supports the Somali institutions in the process towards a peaceful Somalia.
The global objective of the assignment is to enhance Civilian democratic control of the SAF through the medium of a properly constituted and adequately resourced MOD. The specific objective is to recruit and train an initial tranche of 12 Somali civil servants in order to establish sufficient staff capacity to enable the MOD to exercise more effective control of the SAF. These civil servants are required to service the following four key areas:
- Policy. MOD is responsible for developing strategic policy and providing political, human rights, administrative, logistic and financial guidance and support to SAF.
- Finance. The MOD must also demonstrate that government funds assigned to national defense are spent appropriately, are properly accounted for and achieve best value for money.
- External relations. MOD should lead on representing Defense interests at the international policy level, coordinate support from international partners and donors and oversee the provision of international support to SAF’s operational capability.
- Personnel. The MOD must be able to service, train and administer its own personnel.
