The project under evaluation, "Support to the Institutional Development of the Ministry of Interior" of the Republic of Mozambique, was signed in June 2010 by the European Commission and the National Authorizing Officer (NAO), and implemented from July 2010 to December 2014. The overarching goal of the project was to improve the security situation in Mozambique. The project purpose was to improve the quality of services provided to the citizen by the Ministry of Interior (MINT) with special emphasis on security. The specific objectives were to strengthen the institutional capacity within MINT, the Police to improve their performance, and to contribute to the reform of the security sector and the development of a national crime prevention strategy. To achieve this, eight specific goals were defined and designated as Results: 1. The capacity of MINT is developed to provide more effective services (training); 2. Infrastructure is rehabilitated to improve living and training standards of basic police training (Matalene Police Training School) 3. Investigative capacity of the Policia de Investigação is improved to increase the successful prosecution of crimes; 4. Capacity is developed in preparation for a national crime prevention strategy; 5. A national crime information management system is designed; 6. Capacity is developed in relation to strategic planning and financial management of MINT 7. An effective communications and marketing strategy is developed to better inform public opinion of the services provided by the Police 8. An ethical culture and anti-corruption measures are supported in MINT and PRM. In terms of geographic coverage the intervention has been implemented in Maputo city and province where the vast majority of project beneficiary entities are located. Equipment and training were provided to eleven police commands and selected staff in each provincial capital. The global objective of the assignment is to assess and continually improve the quality of EU assistance projects in order to support better Mozambique's development efforts, with the final evaluation of the Project “Support to the Institutional Development of the Ministry of Interior of Mozambique”.
