The overall objective of this assignment was to assist the EUD in Uganda in identifying an integrated programme of actions in the Northern Uganda under the 11th EDF. The specific objective was to finalise an identification study of a local governance component in this integrated programme in order to enable the EUD in Uganda to propose alternative options for the implementation of a local governance component mainly targeting food security, agriculture, infrastructure development and improved quality and equity in the provision of public services. The assignment carried out a study that analyzed local governance related issues in the 4 sub-regions of Northern Uganda and identified potential entry points for the future 11th EDF Program in Northern Uganda.
