The main objectives of EU election observation are to strengthen respect for fundamental freedoms and political rights; to undertake a comprehensive assessment of an election process in accordance with international standards; to enhance public confidence in the electoral and democratic processes, including providing a deterrence to fraud; and to contribute, where relevant, towards the prevention or resolution of conflict. Recommendations are an essential part of an EOM and follow-up to EU EOM recommendations is a significant policy reference for the EU.
For these reasons EU sent an EU Election Follow-Up Mission (EU EFM) to Cambodia, to assess the implementation of the 2013 EEM and the 2008 EOM Recommendations, in the light of the current stage of the electoral cycle.
The general objective of the Mission was to assess the progress made in electoral reforms since the 2013 elections. The mission focused its assessment on the implementation of the recommendations
The specific objectives of the assignment were:
1. Confirm the European Union interest in a real progress on electoral reform and the readiness to support this effort;
2. Make clear to the different leading actors in the country that the EU considers a precondition for any support an effective cooperation between the major political forces, integrating also the civil society;
3. Contribute to the reflection on the orientation that the EU support to electoral reform and democracy strengthening should take in the country.
