This assignment aims to provide the Lebanese Authorities, beneficiaries of the EU funded programmes with an overall, independent and accountable result-oriented Ex-post Evaluation of : A. “Support to local development in Northern Lebanon” (€ 18 Million, 2010-2014) Component Community Development. The main objective of this programme is to improve national coherence and living conditions of the Lebanese population by enhancing the potential of under-developed regions and to contribute to national land planning and environment protection. The programme focuses on the development of North Lebanon Communities and supports, based on a participatory approach, the sustainable development of agricultural and natural resources. B. “Support for economic recovery : Local development, reconstruction, infrastructure rehabilitation” (€ 18 Million, € 8 earmarked for local development, 2007-2014) Component Local Development. This project aims at responding to the reconstruction and development needs of Lebanon after the 2006 conflict, building upon previous EU intervention in the field of local development and governance. To achieve this goal 2 components were put in place: a local development and an infrastructures component. C. “Local Authorities in Development”, with Municipalities and Union of Municipalities. This thematic programme is an 'actor-oriented' programme aiming at co-financing activities and capacity development of local authorities mainly from EU partner countries. The purpose has been to facilitate the involvement of LAs in policy formulation and to improve their capacity to deliver basic services to the poorest sections of the population, so as to help reduce poverty in a context of sustainable development. The objective of this assignment is threefold: 1. To assess the implementation of the interventions, paying a particular attention to the results of the project against its objectives; 2. To assess the impact of the programmes compared to the initial objectives; 3. To propose key lessons and recommendations for the Lebanese Authorities to prepare a strategy and design orientation in terms of support to local development and for the future EU interventions in order to improve current and upcoming actions in the field of local development/local governance in Lebanon.
