The Regional and Urban Policy Dialogue between the European Union and South Africa is a focus area for the EU and the government of South Africa. In the context, the Dialogue Facility Programme has approved a project under the Dialogue Support Facility service to promote dialogue on Urban Policy and the Integrated Urban Development Framework (IUDF). This project will contribute to an improved sectoral policy dialogue and cooperation between the EU and South Africa in the areas under the Strategic Partnership Action Plan and the Trade Development Cooperation Agreement. In particular, the IUDF aims to propose an urban policy agenda that can greatly improve the effectiveness of state policies and programmes in dealing with the urban challenges, including policy processes on urban issues within the overall developmental thrust of developmental local government. The aims and scope of the Integrated Urban Development Framework are to:
• Identify policy priorities and interventions to ensure that all levels of government and all components of the state contribute to the progressive integration of urban development investments in order to realise the urban dividend.
• Propose interventions to overcome entrenched apartheid spatial patterns and more efficient and integrated use of urban areas.
• Provide a national framework for municipalities to manage continuing urbanisation more efficiently and effectively.
• Propose methods to strengthen urban and rural planning, and more targeted infrastructure provision to improve spatial integration.
• Propose methods to improve performance of the available fiscal levers for accelerated infrastructure and service delivery.
• Propose revised and differentiated assignment arrangements between provincial and local government for key functional areas.
• Identify sector-specific policies and possible revised regulatory arrangements to facilitate more resilient and inclusive patterns of urban development.
• Contribute to public dialogue and the unlocking of citizen energies for developing their communities and local environments.
The overall objective of this assignment is aimed at providing policy makers in South Africa with sufficient information and policy options to make informed choices in urban policy development and implementation, contributing to the development of a well informed and relevant integrated urban development framework for South Africa.
