Following approval of the new Constitution in 2009, and in accordance with the Election Observation Missions (EOM) recommendation, a new electoral legal framework was passed by the legislative assembly, including two fundamental laws: the 2010 Electoral Law and the 2010 Law on the Plurinational Electoral Body. Both laws contained a number of provisions in line with the EU Election Observation Missions recommendations.
The overall objective of this assignment is to contribute to support democracy, institution building and transparency in Bolivia in the context of the country’s general elections scheduled for 12 October 2014.
The specific objective of the assignment is to provide reporting to the European External Action Service (EEAS) and the European Commission Foreign Policy Instruments (EC FPI) on the ongoing electoral process during and after the elections. The experts is also providing the EEAS and EC with an analysis relating to recommendations with a view to further aligning all elements of the electoral process to international standards, in line with the criteria contained in the EC Communication on Electoral Assistance and Observation.
