The initial purpose of Results Oriented Monitoring system (ROM) was to improve quality by setting up a performance-based monitoring mechanism that would provide the EU in Brussels with a global overview of its operations and progress towards results. In Turkey the Beneficiary of the project of implementation of the ROM is a Turkish authority. This allows for increased country ownership and participation in the analysis of annual programming exercises’ outcomes and impact, thus contributing to a better definition of Turkey’s sectoral priorities and improved alignment with the country’s main strategies.
The global objective of this assignment is to contribute to a better use of the pre-accession assistance through monitoring the implementation of programmes and projects with IPA financing.
The specific objective of this project is to assist the MEU in applying the ROM methodology for the monitoring of EU funded projects in implementation period and ex-post monitoring of the completed projects in Turkey falling under Component-I of IPA. This component of IPA covers institution building and transition assistance in line with the priorities for Turkey's accession to the EU.
