While elections in Zambia have been conducted consistently and periodically since the 1990's, external support to elections still remains imperative in order to further strengthen the ongoing processes by addressing some remaining weaknesses. The EU's Indicative programme for 2014-20 aims to maximise results, impact and value for money, by focusing on governance, i.e. advancing democratic governance, accountability, and state effectiveness for all, centered on increasing equality of access to justice, support to the electoral systems and better management and service delivery. Through the new programme, the EU Delegation in Zambia is envisaging support to the following result areas:
1. improved effectiveness/efficiency of voter registration and election results' management;
2. improved participation of citizens and CSOs in strategies and policy dialogues and election oversight;
3. improved inter-party dialogue and issue-based debates, including mediation and arbitration of conflicts;
4. increased participation of underrepresented sectors of society in voting, in the number of candidates and elected officials.
The specific objective of the assignment is to assist the with the formulation of a detailed programme design, budget estimate and a logical framework, with the active participation of relevant Zambian state and non-state stakeholders and in consultation with relevant cooperating partners.
