The assignment provides technical assistance to the coordination of PALOP-TL Programme to follow up and implement activities under the 10th EDF-PALOP-TL Programme, in line with the latest Ministerial meeting held Luanda (X RON, 2014). In addition the technical assistance aims at strengthening management capability during the transitional period from 10th to 11th EDF framework, and prepare the identification phase of the 11th EDF programme. The specific objective is to provide technical assistance to the Coordinating Authorizing Officer in the overall coordination and project cycle management within the scope of PALOP-TL cooperation, with focus to: - Provide technical advice on follow-up and implementation of deliberation of X RON and support the organization of meetings scheduled between September 2014 and October 2015; - Coordinate the monitoring and the implementation of projects under the 10th EDF programme and ensure synergies among projects and other national/regional programmes; - Provide qualitative analysis and recommendations to ensure an efficient transition between the 10th and the 11th EDF governance structure and set up operational mechanisms for the transition, - Identify and produce qualitative analysis of the possible actions and/or specific needs/areas of intervention under the two focal sectors of cooperation, and design Terms of References for the identification phase of the 11th EDF PALOP-TL Programme.
