1. Analysis of the external institutional context of the two Ministries (MMD and Ministry of Interior) : analyze whether the global context (economic, political, legislative, social) and recent developments in this context facilitates or otherwise slows the successful implementation of the missions which have been assigned at the two Ministries, and in particular those concerning the decentralization reform; identifying actors and external factors having a positive or negative impact on the smooth functioning of missions of the two Ministries; studying the problem of distribution of roles and responsibilities and its recent developments between Ministries (and any other institution);
2. Mapping of the actors : to identify common missions and targets and make recommendations on the modalities of collaboration and communication between departments. A particular attention has been given of their missions support board and monitoring vis-à-vis of municipalities. The monitoring capacity of the reform of these departments through policy documents and national guidelines (National Decentralization Policy, National Villagisation Policy) have been the subject of specific recommendations.
3. Analysis of mission, strategy and organization of MMD : analyze whether the missions are clear and understood by all parties involved, and if the Department has developed a strategy to operationalize its missions and strategy for an organization to accomplish this task. The analysis and recommendations are focused on the new General Directorate of Decentralization and Coordination of Local Development together with the new Directorate General of promoting local economic and entrepreneurship development.
4. Analysis of the internal functioning: identify areas and key processes within these Ministries that require strengthening capacity, and short or long term actions, in order to propose methods and tools to improve:
- Processes and current procedures, namely the coordination, planning and programming, budgeting, monitoring and evaluation, internal and external communication, conflict management, decision making.
- Deliverance in time and with the required quality of the services expected by the local authorities of missions which have been assigned to MMD.
