General objectives of the evaluation: - Establish to what extent the joint program has fully implemented its activities, obtained results and delivered the products, in particular measuring development results and the potential effects generated. - Generate substantive empirical knowledge about the Peace building thematic window of the MDG-F, identifying best practices and lessons learned that could be useful for other development interventions at national level (scaling) and internationally (mirror) Specific objectives: - Measure the extent to which the joint program has helped address the needs and problems identified in the initial analysis articulated in the design phase of the proposal submitted to the MDG-F Secretariat. - To measure the degree of implementation, efficiency and quality of the results and products of the joint program delivered on the originally planned or subsequent official revisions. - Measuring the extent of the positive effects of the joint in the lives of the target population, beneficiaries and expected participants, whether individuals, communities or institutions, according to the purposes of the joint program. - Measuring the program's contribution to the objectives set for the corresponding thematic windows and the overall objectives of the MDG-F local and national level. - Detect and document substantive experience learned and best practices on specific topics of the thematic window, in accordance with the mandate set out in the initial theme, the MDGs, and Accra principles of United Nations reform in order to justify the sustainability of the joint or some of its components. The consultant team conducted interviews with key stakeholders at national and municipal levels. Also conducted focus groups in three pilot municipalities where the program was developed
