The global objective of the assignment is to identify the best way to tell the success stories of EU development cooperation in Nigeria, share lessons in good practice and to help ensure awareness of the EU as one of the biggest development partners in Nigeria. This will help to improve knowledge in Nigeria of the EU and appreciation of its role in the development of the country. The specific objectives are:
- Assess the reasons which account for the low visibility of EU's development cooperation in Nigeria;
- Design and deliver some immediate short-term visibility actions to raise awareness of current EU funded development cooperation actions in the country, including, as required, project specific actions;
- Make recommendations for a long-term EU visibility strategy in Nigeria, including options for the use of available funding and the strengthening of the internal capacity of the Delegation as well as of the NAO office.
- Assessment study on current EU visibility situation in Nigeria, including a comparison with the visibility approaches adopted by main development partners active in the country.
- Delivery of a number of immediate visibility actions, including:
Mapping of EU projects currently being implemented in the country, in line with similar initiatives undertaken by other EU Delegations;
Production of a graphically attractive brochure about EU development cooperation activities, showing success stories and activities implemented in the field;
Production of visibility items for general use: promotional materials such as banners, billboards, flags, pens, etc, according to EU visibility guidelines;
Review of the EU Delegation website, updating its content and making recommendations for its improvement within the standard EU Delegation format;
- Design a broad EU visibility strategy for Nigeria, including main objectives, messages, target audience, visibility and communication tools to be used, overall funding; and implications for the internal organisation of the Delegation to support this strategy;
- Prepare draft terms of reference for contracting a service provider to implement the new EU long-term visibility strategy.
